The State Veto Amendment

"Every bill which shall have passed the House of Representatives and the Senate and shall have been signed by the President shall be subject to a veto of a majority of the state legislatures. If a majority of state legislatures vote to veto the bill within thirty days of the President’s signature (Sundays excepted) then the bill shall not become law."
